In this Colony the surrender of the site of Murray

Barracks is a subject of continual agitation in the Legislative Council, the Chamber of Commerce, and the principal business houses, and if it has to wait for the completion of the entire scheme of reprovision it means an indefinite delay in carrying out even the first instalment of a measure which has already been approved in principle by the War Department.

Not only that, but the simultaneous construction of all the new accommodation for the Garrison would probably demoralise the local building trades, which are already working at high pressure, and force up wages and rents even higher than they are at present.

It is therefore recomended that, as soon as an agreement has been reached as to the land values and the total liability of the Colony, the reconstruction of Gun Club Hill barracks should be undertaken at once. This in itself is a matter of two years or more.

The only serious objection that is seen to this procedure is that should a second British Battalion come here before new barracks are ready for the H.K.8.B., there would be a difficulty in accommodation the married rank and file and it would be impossible to find accommodation for Larried families, either of officers or other ranks.
